Sugarloaf Alliance

Secrecy - on the part of the county and the development community - has been a challenge for residents participating in the Sugarloaf Treasured Landscape Management Plan consideration process.

The Sugarloaf Alliance and members have been filing Maryland Public Information Access requests (MPIAs) with Frederick County and state agencies to learn what has been discussed behind closed doors.

Early on, it became clear to us that the county was talking with Amazon Web Services (AWS) about properties that are now within the approved Sugarloaf Plan boundary (and elsewhere), but no one would admit that they were talking with Amazon. However, there was the occasional mention of a non-disclosure agreement (NDA).

Our MPIA persistence eventually produced the Amazon NDA itself. As a bonus, we also got the NDA between Amazon and Eastalco - the aluminum smelter that formerly operated on the Adamstown site Quantum Loophole site - and that document appears first in the PDF below.
